Yes, GitHub Code Quality is now a paid product and is not bundled for free with a GitHub Copilot subscription. Following its public preview, it transitioned to General Availability as a standalone, purchasable add-on.
Pricing Structure
GitHub Code Quality uses a hybrid pricing model consisting of a base committer license plus usage-based consumption:
Per-Committer License ($10 / active committer / month):
Charged for each active committer (anyone who pushed a commit in the last 90 days) on repositories with Code Quality enabled.
Covers core features such as maintainability/reliability scoring, persistent findings dashboards, test coverage ingestion, and ruleset merge protection gates.
Public repositories have a $0/committer base charge.
AI-Powered Usage (Metered via GitHub AI Credits):
Features leveraging generative AI—such as AI-assisted detection, Copilot code reviews on pull requests, and Copilot Autofix—consume metered GitHub AI Credits.
Compute Minutes:
Deterministic CodeQL maintainability and reliability scans run as workflow jobs and consume standard GitHub Actions runner minutes (unless self-hosted runners are used).
Relationship to GitHub Copilot
Not Included with Copilot: Holding an active GitHub Copilot license (Individual, Business, or Enterprise) does not include access to the GitHub Code Quality platform.
Independent Functionality: Organizations do not need a Copilot subscription to use the core static analysis, quality gates, and scoring in Code Quality, though remediating findings via Copilot Autofix requires Copilot integration/licenses.
Platform Availability: Code Quality is available as an add-on for organizations on GitHub Enterprise Cloud and GitHub Team plans.
